PMCS Reviews LWSC Quarter Four Compliance Targets

The Performance Management and Compliance System (PMCS) team has concluded a full day comprehensive evaluation of LWSC’s Quarter Four milestone achievements across the five target areas under the PMCS framework. The five target areas represent LWSC’s commitments to the performance contract, signed with the government of Liberia in 2024, which aligns with the ARREST Agenda for Inclusive Development (AAID), Liberia’s National Development Plan for 2025–2029.

During the meeting on Tuesday, January 27, 2027, LWSC Deputy Managing Director for Administration T. Wilson Gaye described the performance contract as an essential tool for efficiency in service delivery across government. Gaye said the LWSC remains committed to the PMCS process, as its objectives are consistent to that of the corporation’s, especially in the areas of ensuring accountability, developing human resource capacity and improving infrastructure well as providing adequate services.

 The Performance Management and Compliance System (PMCS) team, under the direct supervision of Madam Nicole B.W Harijgens, Sr. Policy Coordinator from the Ministry of States, lauded LWSC team for the level of support and commitment given the process, and pledged its readiness, where necessary, especially in setting the baseline targets for the ensuing quarter in relations to the LWSC strategic plan for 2025_2029.

The Government of Liberia’s Performance Management and Compliance System (PMCS), launched in October 2024 by President Joseph N. Boakai, is designed to enhance accountability, transparency, and adequate service delivery across all government institutions. It requires Ministries, Agencies, Commissions (MACs), and SOEs to sign performance contracts, set measurable targets, and report progress to improve public sector efficiency. The framework aims to tackle inefficiency and corruption by fostering a culture of accountability in the public sector.

This intensive, full-day engagement brought together key stakeholders to deliberate on the implementation progress of the PMCS framework at the Corporation.
