Liberia has ably participated in the recently held 14th Ordinary Session of the Governing Council of African Ministers Council on Water (AMCOW), as well as preceding preparatory meetings of technical experts in Dakar, Senegal, from 27 – 29 September 2025.
In keeping with the rules of procedure of the Governing Council, the 14th Ordinary Session of the Governing Council of AMCOW was convened in two parts, with the Technical Advisory Committee (TAC) session on 27 – 28 September 2025; and the Ministerial Session on 29 September 2025.
During the session, the General Assembly received and considered, for guidance, reports on work programs, budgets and new initiatives on the status on the implementation of Council decisions, matters presented for consideration and decision making on the Africa Water Vision 2063 and Policy which encompasses the Africa Water Vision 2063 and Policy, and its thematic background document; tools to initiate action to realize the Africa Water Vision 2063 and Policy, including the AMCOW’s Strategic Program on Groundwater for Water Security and Resilience in Africa; the AMCOW Strategic Operational Plan 2026 – 2030; the AMCOW Business Plan 2026 – 2030; and the AMCOW triennial work program 2026 – 2028 and budget.
The Africa Water Vision 2063 and Policy positions water as a catalyst for achieving Africa Union’s Agenda 2063’s goals which focus on poverty eradication, food security and industrialization to climate resilience and regional integration.
It recognizes that environment and natural resources, particularly freshwater, are critical to the productivity of sectors such as energy, agriculture, industry and fisheries. The new vision and policy represent an ambitious and transformative post-2025 development agenda for the water and sanitation sector in Africa.
Public policies as well as the mobilization and effective use of domestic resources, underscored by the principle of national ownership, are central to Africa’s pursuit of new vision and policy goals. The investment needs in the water and sanitation sector point towards increased public and private investments, as one of the possible solutions.
