Debt Recovery Director

BACKGROUND
The Liberia Water and Sewer Corporation (LWSC) is a public utility entity established by the Government of Liberia through a 1973 Act of the Legislature which was subsequently amended by the same Legislature in 1976 and further amended in 2017. The Act, among other things, mandates the LWSC to construct, install, establish, operate, manage, and maintain water and sanitation facilities for the purpose of providing safe, reliable, accessible and affordable drinking water and sewerage services to urban communities in Liberia. The Act also provides that the LWSC determines tariffs for water supply and sewage services in Monrovia and other parts of the country.

As part of effort to strengthen the operational efficiency of the Corporation, the LWSC is seeking a highly skilled and experienced Debt Recovery Director to head its Debt Recovery Department. Reporting to the Deputy Managing Director for Finance, the Debt Recovery Director will be responsible for effectively managing the entity’s debt recovery activities to ensure timely collection of all monies due. The job will entail debt recovery; debt collection; debt monitoring and reporting; debt restructuring; development of strategies for debt collection; and proper documentation of debts collected and due.

Key Responsibilities
· Plan and implement collection strategies and make recommendations on methods of collection to reduce bad debts.

· Ensure controls and compliance with corporate policies and maintenance of necessary books of accounts, meeting time and accuracy norms and preparing reconciliation.
· Ensure debtors’ accounts are managed accurately; statements issued on time; issues of
reconciliation is addressed effectively; and debtors’ aging lists are prepared and submitted in a timely and accurate manner.
· Ensure that appropriate records of bad debts and collections are maintained and updated on a regular basis.
· In close consultation with the Deputy Managing Director for Finance, issue reminder letters to
customers with overdue accounts and maintain all debtors’ correspondences, coordinate and
follow through legal proceedings.
· Liaise with customers with overdue accounts to collect outstanding monies in order to minimize loss.
· When and where applicable, facilitate and manage arrangements with third parties for the
recovery of bad debts.
· Supervise staff of the department and help in developing their capacities.
· Prepare monthly, quarterly and yearly reports with recommendations on the operations of the
department, ensuring to make emphasis on bad debts clearly articulating to Management
recommendations on actions to take to minimize risk.

1. Required Qualifications, Experience, and Competencies
· Must possess a minimum of a bachelor’s degree in accounting, finance or any business-related field. A master’s degree in any of the above-mentioned fields or professional qualifications in Credit Management will be an added advantage.

· Must possess a minimum of 5 years of experience in debt recovery in a financial institution or
utility entity, three of which should have been in a supervisory role.
· Fluency in spoken English and the ability to write reports and documents in English are required.
· Demonstrated computer skills.
· Strong organizational skills and ability to work in a team-oriented, culturally diverse environment.
· Excellent interpersonal skills, sound judgment, communication skills, and ability to identify and resolve policy and operational constraints.
· Ability to handle multiple tasks simultaneously, set priorities, and work independently, or under minimum supervision for timely delivery.
